CPNP notification and Responsible Person, explained simply

Selling a cosmetic or a perfume in France means meeting the EU cosmetics regulation (EC) No 1223/2009. Four notions come up every time.

The Responsible Person

Every cosmetic placed on the EU market needs a Responsible Person established in the EU. For a product imported from outside the EU, the importer is the Responsible Person by default, unless it designates another person in writing.

The product information file

The Responsible Person keeps a product information file for each product: description, safety report, manufacturing method, proof of claimed effects and related data. It must be available to the authorities.

The safety assessment

Before the product is sold, a qualified safety assessor evaluates its safety and signs the cosmetic product safety report, which is part of the file.

The CPNP notification

Before the product is placed on the market, the Responsible Person notifies it on the EU Cosmetic Products Notification Portal (CPNP). Labelling rules also apply, with mandatory information in French for products sold in France.

Who does what

These obligations rest with the Responsible Person and the specialists it works with. Plan them early: they condition the launch date.
